Intentions & Speculations

Mission:
Mission 1: Distressed Cargo
Location: Deck 15, MTAC
Emony didn't really have an office so much as a glorified cubby hole to call her own in the Mobile Tactical Analysis Center. The Endurance didn't have a dedicated office for her and the staff in MTAC answered to the Tactical department, not to Intelligence. As such, they didn't want the "token grey shirt" in their way. Not that she minded, this was an attitude pervasive throughout Starfleet. No one liked Intelligence until they could read minds or deliver good news.
She pulled up all of the available data and began to sift through it piece by piece. It was the reality of Intelligence - your job wasn't seduction and gambling, it was organizing a pile of reports into something digestible for the rest of the crew. But she had an eye and a mind for it, seeing patterns and blocking out what wasn't relevant.
The Orion Syndicate has remained focused on their activities in Romulan space, profitability in trading in former Romulan military arms, ships, as well as valuable materials and Romulan and Reman slaves has spiked, making operations against Federation trade ships in such a manner unappealing. Firstly from a strictly risk/profit standpoint - an Orion privateer can generate far more reliable returns in these activities with minimal risk, whereas attacks in Federation space can run the risk of attracting Starfleet responses. The report started.
She had to rule out the Orion Syndicate fairly quickly. Back in the day, so to speak, this was in their MO. But when you have free access to plunder the remains of the Romulan Empire with little risk, why bother risking a Starfleet response. They were greedy but they weren't stupid.
Reports from the Ferengi Commerce Authority has indicated a gradual upswing in Starfleet and KDF materiel appearing on the Black Market that is inconsistent with this data. Even with the dissolution of the Sojourner movement, the trend indicates there is a missing element that Starfleet Intelligence has yet to properly identify. It continued.
So, while the Orion were plundering Romulan space and the Sojourners were dealt with earlier last year, clearly there was a missing piece in this puzzle. Someone else was playing their hand here without making themselves known.
At this time, we have a shortage of data to indicate who this is. This means we do not have a proper threat assessment or understanding of tactics and method of operation. As such, this report is being co-filed with Starfleet Intelligence Headquarters to start a new case file and open a request for additional information.
Report Prepared By - LT E. Kerev, USS Endurance
Emony frowned. She didn't like this report one bit.
She would be busy on this cruise for sure.
"Computer. Collate report, log with ship's record and secure per Intelligence Protocol Two-Six-Gamma. Forward to Captain, eyes only, and submit to Starfleet Intelligence Headquarters, packet encryption Seven-Seven-Delta. Tag for immediate response and open case file." Emony said. That would get it straight to the Captain for her review, and then to the appropriate desk jockies at Intelligence HQ.
"Request complete." The computer replied.
"...and now is the waiting game." She said to herself.
